I caught the little rascal. It is as I thought. When the carbs are in correct position, the needles are falling out far enough to get cocked on the float tab. Managed pics this time.
I would start over with New Floats, New Needles and New Seats. Something isn't right with your current parts makeup.

Well, I got them going. For reasons beyond me, I set the float height from the main boss to 16mm and they worked. The external level was even dead on when installed on the bike. It even quit dropping the needles. Mind you I tried everything from 12mm to the recommended 19mm. Don't know what to say but thanks everyone.
